Both Sides to a Coin

Who was it who said that in any calamity there is an opportunity or something to that effect? Take for instance, the flood on Monday which could have caused some damage to vehicles stalled in the flood. A family friend who owns a chain of shops dealing in auto accessories would do a roaring business everytime "Venice came to town" as how LB put it. At least someone is glad.
